Preparation
An airline company wishing to commit to the scheme must first undergo a preliminary analysis to ensure that it meets the prerequisites of the Safety section.
For the Safety section, the air carrier must contact its regulatory authority (in the case of an EU company) or IATA.
The candidate airline can download an application form via the Website or by directly contacting the assessment body (by letter: AFNOR Certification – Commercial Département Commercial / Horizon Assess Air ™ – 116, avenue Aristide Briand - BP 40 – 92224 Bagneux Cedex – FRANCE - by phone: 33 1 46 11 37 37 – by fax : 33 1 46 11 39 40 – by e-mail: infos@horizonassessair.com).
Once it has submitted its application to AFNOR Certification , the candidate airline
will receive a quote taking into account the scope of the activities covered by the scheme.
Admissibility and Examination
On receipt of the complete application, AFNOR Certification examines the information and documents submitted. These elements are specified in the downloadable document “Label scheme”.
It checks, in particular, that:
- the application form has been completed and signed;
- the obligatory documents are enclosed.
The examination aims to assess how the candidate takes into account the elements in the scheme in relation to the specifications.
Assessments
At the end of the admissibility stage, the assessment body carries out an in-depth examination of the file and requests the airline’s permission to carry out document-based, on-site or unannounced “mystery” assessments depending on the sections.
Based on the results, a central assessor draws up an overall report for the assessment committee to facilitate a certificate decision.

Deciding and awarding the label
The Horizon Assess Air ™ committee analyses the overall assessment report and gives its opinion.
It is the responsibility of AFNOR Certification to make the official decision to award the certificate, postpone the decision until the company has provided additional information or refuse to award the Horizon Assess Air ™ label.
The label is awarded for 3 years to the airline company at the end of the decision process by the body, which has sole authority to decide on the certification of the company.
