  Background and creation
The scheme stems from consultation by stakeholders looking for an innovative solution and a mark of recognition for consumers
   
 
 
 
Following large-scale aircraft disasters in 2004 and 2005, the French Minister of Transport launched a consultation with industry stakeholders from the air passenger transport and tourism sectors, focusing on safety, information transparency and service quality.

A working party was set up under the responsibility of the French Director of Tourism to study the feasibility of creating and issuing a mark of recognition. The aim was to enable tourism professionals and consumers to easily recognise the airlines that respected applicable safety standards, guaranteed a recognised level of quality in their welcome and on-board services, and offered improved transparency of information for their customers.

This multiparty team was composed of representatives of tour operators, travel agencies, airlines, various government departments and ministries as well as consumer organisations. A report was drawn up, proposing the implementation of a labelling scheme, with voluntary enrolment for airlines operating in air passenger transport. The report covered aspects linked to safety standards, information transparency and service quality.

French tourism professionals, as well as actively participating in the work of the team, further demonstrated their commitment in Autumn 2004, by undertaking to communicate the names of those airlines with which they wished to work by continent and major destinations, through their promotional literature.
